[Rdap] Research Data on US soil

Chances are this is stemming from export control laws, which state that specific types of data cannot travel outside the US. II've only had this apply to some oceanography, satellite, and Dept of Defense data. If you don't have an Export Control officer (typically in the Office of Compliance), I can get you more info on this.
