Hi,
When NASA first addressed the 2013 White House OSTP mandate it was saying they would require publications to be submitted to PubMed since there was no funding.

The article explains that PubSpace rose to the fore as part of the White House Office of Science and Technology Policy's "Open Science" initiative, which was established to enhance access to government-funded research.
