This is one of the situations why the Joint Declaration of Data Citation 
Principles is worded how it is:

 	5. Access

 	Data citations should facilitate access to the data themselves and
 	to such associated metadata, documentation, code, and other
 	materials, as are necessary for both humans and machines to make
 	informed use of the referenced data.

Many of the others wanted a link that went straight to the data, but a few 
of us pushed for a link to a landing page ... in part so you could 
acknowledge or advertise data that can't be 100% open access for legal or 
IRB issues.

(or because the data's been deleted / replaced ... but also so people 
didn't waste bandwidth when they download terabytes of data that they 
can't actually make use of)
