[Rdap] quick survey on RDM staffing

Hi Daureen,

At Berkeley we have a mix of folks working on this. We have a program
manager (me), 2 librarians who have data written into their job
descriptions, a full time person in Research IT and several people on a
part-time basis in Research IT. The repository support happens at the
UC-wide level so they aren't on the Berkeley campus.
