[Rdap] Best practice for when to share one's research data?

I have been asked what the best practice is for when to share your data
with others.  The researcher asking see both sides as he has been asked to
share his data which he is still using for his research agenda and doesn't
want to jeopardize that agenda by sharing his data too soon.  On the other
hand, he would like to see the research data of a colleague who has been
using that same argument for the last 40 years.  In Googling around, I
don't see a best practice with any teeth.
