[Rdap] USDA - NIFA DMP requirements changes

Hi all,

FYI, USDA-NIFA has made some modifications to their DMP requirements. This

Two highlights for me:

   1. USDA-NIFA will be requiring DMPs for all projects starting this
   fiscal year
   2. They're actually including a line about evaluating the DMP as part of
   the scientific merit of the proposal, quite a step!

Considering what's going on at USDA-NIFA these days, we'll see how the
implementation goes...
